Configuration
The system itself
A fairly basic system, without any configuration, will work, and will work pretty well. But of course, to be really useful, you'll need to do some configuration.
Most programming languages that I used (COBOL, FORTRAN, PASCAL, C, C++, Dibol) need hardly anything special, except that installing some parts may be useful, if not required. It's most often sufficient to add the startup procedure in the boot sequence - ususally STS$MANAER:SYSTARTUP_VMS.COM.
But sometimes, it can be usefull to rework the sequence somewhat
